IMPORTANT NOTICE

 

Winchester Utilities strictly enforces the disconnection rules for non-payment. All utility bills must be paid within 10 days from the due date of the current bill. If your bill is not paid within the 10-day grace period, services will be terminated and reconnect fees will apply.

 

When services are disconnected for non-payment, the reconnection fee during business hours is $80. Business hours are Monday through Friday, 7:00 a.m. to 4:00 p.m.

 

When services are disconnected for non-payment, the reconnection fee after business hours is as follows:

           $150 for power only

           $125 for water only

           $200 for power and water services

 

Security Lights

 

The Winchester Power System offers a choice of dusk-to-dawn security lights for monthly rental by property owners. A minimum one-year agreement is required before installing a light.

 

The monthly charge includes energy usage, maintenance, bulbs, etc. These monthly rates will vary slightly by a few cents due to TVA’s periodic Fuel Cost Adjustment. These rates are effective April 1, 2009.

< 2,000 gallons                $11.09 (Minimum Bill)

2,000 - 10,000 gallons     $4.60 per thousand gallons

> 10,000 gallons              $4.08 per thousand gallons

 

Outside City Limits

< 2,000 gallons               $18.86 (Minimum Bill)

2,000 - 10,000 gallons    $7.84 per thousand gallons

> 10,000 gallons             $6.94 per thousand gallons

 

The Sewer Rate is 100% of the water rate.

Deposits

 

Initial deposits are required in order to have new service and are refundable when service is no longer needed and the final bill is paid. In addition to deposits, there is a $20 non-refundable Connection Fee. For new or transferred service, you must come into our office for application.

 

Winchester Utilities determines the deposit requirements based on credit history received from Online Utility Exchange. Each residential customer will have the option to determine their deposits based on the results of the credit history inquiry or to pay the maximum deposits as shown below for the “Red” credit response. If the customer elects to pay deposits based on their credit history, they will be required to pay a nominal non-refundable service fee as set by Online Utility Exchange to recover the cost of the credit inquiry.

All commercial and industrial customers must deposit an amount equal to twice the monthly historical bill. If the office/building/business does not have a history, then the deposit will be based on like businesses in the area. The cash deposit on commercial/ industrial customers may be waived if a “Non-Revocable Letter of Credit” is received from a valid commercial bank or institution.

 

Interest will be credited to an account that has deposits of $100.00 or more. The rate of interest will be based on prevailing money market data, and will be credited annually.

How to calculate the electric charge on your bill:

 

1.  Read your electric meter. Subtract the Kilowatt Hours used from last reading from the current reading.

 

Your last billing statement shows the “Reading Date” and the “Reading,” so you know when to read and what to subtract. You can also estimate what your bill might be based on current usage. Click here to learn how to read your electric meter at TVA’s website.

Water Rates for Filling Swimming Pools

 

Water and Sewer Adjustments

      Filling swimming pools by a customer will not accrue a sewer charge for water used to fill the pool if the customer notifies the office in advance of filling the pool. The customer’s meter is to be read before and after filling. The charge for reading the meter is $20.00. The sewer charge will then be adjusted for the amount of water used in filling the pool.

 

Swimming Pool Filling by Fire Departments

1.    Fire Departments are to contact the Utility when they are requested to fill any and all swimming pools.*

2.    Fire Departments will need to furnish the size of the pool requesting to be filled and the estimated water needed to fill the pool.

3.    Customer is to be contacted by the Utility to notify the customer that a rate of $6.00 per thousand gallons plus appropriate taxes will have to be paid in advance before the Fire Department can fill the pool.

4.    The Utility will pay the Fire Department $2.00 per thousand gallons for filling the pool. The Fire Department should bill Winchester Utilities monthly, stating customers name, address, date filled, and gallons used.

5.    Once the charges are paid the Utility will contact the appropriate Fire Department to authorize the filling of the pool.

6.    Any additional fees that the Fire Departments charges for the filling of the pool must be handled by the Fire Department with the customer.

*Please note that Winchester City Fire Department does not participate in filling swimming pools.
